Rumo, Joshua, PhD.

Dr. Joshua Rumo A. Ndiege is an Information Systems scholar with over 16 years of experience in university teaching, research, postgraduate supervision, and academic leadership. His research explores how digital technologies transform public institutions and society, with particular emphasis on digital governance, public sector digital transformation, ICT for Development (ICT4D), digital resilience, knowledge management, and the governance of emerging technologies. He has published extensively in peer-reviewed journals and international conferences, supervises master's and doctoral research, and serves as an external examiner for postgraduate programmes at universities across Africa. His work combines rigorous research with policy engagement to advance adaptive, inclusive, and sustainable digital transformation.
